Homosexual acts, in private and between consenting adults, are not illegal.
Laws referring to "public morality" are often used against gays and
lesbians. (PB)
The absence of any overtly discriminatory provisions in
the Penal Code is confirmed by the response of the National Council of Human
Rights of the Justice Ministry of Peru to the Swedish Foreign Office/RFSL
