Article 193 of the Penal Code punishes sexual intercourse between men over 21 years of age with imprisonment of up of to seven years. (Schmitt and Soefer – "Sexuality and Eroticism among Males in Moslem Societies")

[the Pink Book says that "Homosexual behaviour is illegal. Islamic laws are applied against homosexuality." However Soefer's research would seem more authoritative, and as we have no reports of any legal changes between his research, and the date of the Pink Book, we rely on his information for the time being]

19.12.96: Kuwaiti police arrested 7 gay Filipino hairdressers and jailed them prior to deportation.

"The presence of gays and their actions cannot be tolerated" a police official said, according to the Philippine Embassy. The official also charged that the hairdressers had used their salons as a front for "massage services" the embassy said. (RW/2605)
