"Neither prostitution nor
homosexual sex is an offence under the Penal Code. However, police frequently
charge, or threaten to charge, gay men, transvestites and prostitutes
(sometimes lesbians) with offending "morality and public decency" if
seen expressing physical affection in public. At times, transvestites and
prostitutes are charged with "public scandal" merely for being
